Your original file

When the UK tool launches, you get your original file back. We only remove EXIF/GPS metadata, losslessly. Your browser converts to JPEG at the same pixel size only if the file is not a JPEG or is larger than 10 MB (quality from 95% down until under 10 MB). Files under 50 KB are flagged so you can retake them.

At least 600×750 px, 50KB–10MB, unaltered by computer software, plain light-coloured background. Include head, shoulders and upper body. Taken in the last month. (source)

Applying from the USA

British nationals abroad use GOV.UK’s overseas applications to “renew or apply for a British passport from overseas”. Online applicants “must upload a digital photo” where the online service is available (HMPO guidance). The same GOV.UK digital photo rules apply — useful if you need a uk passport photo in usa.
